Ms Kuang Shilin of China Marine Services delivered a paper prepared by Dr Wu Chao at the Shanghai International Maritime Forum 2003 sponsored by UK Club

　

On 17th November 2003, the UK Club held the third seminar, now known as the Shanghai International Maritime Forum, with the China Maritime Safety Administration in Shanghai. More than 180 people attended from Members, shipping companies, China MSA delegates from many ports in China, maritime court judges, insurers, lawyers, correspondents, Classifications Societies and representatives of government environmental agencies.

Speakers included James MacHardy, General Manager of SIGTTO, Dudley Tait of Lloyd's Register, Dr KK Sharma of Norgas,Chao Guorong of Shanghai MSA, Professor Wu Wanqing of Dalian Maritime University and Jon Hansen of DNV. Ms Kuang Shilin of China Marine Services delivered a paper on the HNS Convention prepared by Dr Wu Chao, the Club's Legal Director and Envirnomental Adviser. The Forum was closed by Herry Lawford and Zhi Guang Lu on behalf of Chen Ai Ping, Director-General of Shanghai MSA.

Claim & Compensation for Vessel Oil-Pollution Seminar was held by Tianjin MSA in Tianjin on November 11, 2003. MSA officers, PICC, CMS, and Huatai A&C presented. CMS staffs including Mr. Li Yuejin and Mr. Chen Keyu attended the Seminar. Ms. Kuang Shilin gave a lecture and was highly appraised by attendee.

 

　

2003 Asian Marine Surveying and Loss Prevention Forum Held in Ho Chi Minh City, Vietnam on October 23rd ~ 24th, 2003

Asian Marine Surveying and Loss Prevention Forum held in Ho Chi Minh City, Vietnam during Oct. 23 to 24, 2003. Mr. Chen Keyu as the delegate, attended. On the forum, Capt. Karl Lumbers from Thomas Miller London presented a lecture named as " The human factor in liability claims"

　

　

　

Mr. Li Yuejin and Mr. Chen Keyu paid a visit to Thomas Miller's Office in Hong Kong

For the purpose of improving the understanding and building up confidence between the staffs of CMS and Thomas Miller, Mr. Li Yuejin and Mr. Chen Keyu paid a visit to Thomas Miller's Hong Kong Office. The opportunities of general  presentation and individual conversation had been given which seems helpful for CMS staff to understand what are the claim executive need indeed, as well as for TM staff to understand the current structure of CMS and its service ability.

Besides the visit to Thomas Miller, Mr. Li and Mr. Chen took the chance to arrange several visits to other clubs' Hong Kong offices at the same time.

　

CMS organized Oil-pollution Impacts Seminar for MSA Shanghai on Sept. 24-26, 2003

On Sept. 24-26, 2003, To review the management and technique adopted on oil pollution's cleanup  during the " Aug.5, Huangpu River Oil-Pollution incident ", authorized by Shanghai MSA, CMS organized the seminar formed by ITOPF, CORBETT & HOLT, LLC, Shanghai Water Supply Administration, Shanghai Environmental Protection Bureau, and Shanghai Wastage Treatment Company, to show the process of any action MSA had done and try to collect opinion from different parties, so as to develop the service of MSA.

　       

　

Shanghai MSA also arrange two patrol boats to carry meeting attendees to Huangpu River for Site Review. and found all the polluted area was fully recovered, marsh grass was grow up again alongside the river. 

        

　

But, the personnel's protection still looks problem. During the cleanup operation, more than 7000 armed police and army was involved and more than 10 was poisoning for they work on front line but exposed to the polluted circumstance without enough personal protection like rubber boot and glove.

CMS Internal Surveyors' Seminar held on Sept. 13-14, 2003

An internal surveyors' seminar focusing on authorizing Notice to Marine Surveyors was held in Yangcheng Lake on Sept. 13-14, 2003. Total 16 persons including Miller's representative, CMS staffs from Beijing and Shanghai offices, and marine surveyors from different ports attended the conference.

CPIC Training Course in Shanghai, Aug. 27-30, 2003

A training course in respect of hull underwriting and P&I was held by China Pacific Property Insurance Co., Ltd in Shanghai on Aug. 27-30, 2003. Claim managers coming from CPIC headquarter and branches  presented. Mr. Li Yuejin and Mr. Chen Keyu were invited to present the course. A lecture named as " The Role of Class Surveyor and Independent Surveyor involved in the process of underwriting and claim handling" was given by Mr. Li and highly appraised by presented trainees.
