A Seminar on Tanker Safety, Pollution Prevention & Spill Preparedness was held in Shanghai on Dec. 8, 2005

Sponsored by ITOPF, INTERTANKO and OCIMF, an international seminar on tanker safety, pollution prevention & spill preparedness was held at Four Seasons Hotel in Shanghai on December 8, 2005. Over one hundred audiences from overseas and domestic shipping companies, law firms, consultant companies and authorities attended the seminar. The seminar was focusing on the issues arising from Tanker safety, Pollution prevention, Liability and Compensation, as well as spill management and post-spill studies.

CMS contributed to the seminar's local arrangement. Mr. Chen Keyu participated the panel discussion and delivered a speech on the roles of CMS in Marine Pollution Incidents.

Chen Keyu and Shi Depei are qualified with AQSIQ(CCIB) Surveyor Certificates

Total four persons from CMS attended the exam organized by AQSIQ this June and two of them, Chen Keyu and Shi Depei passed it and were qualified with the certificates in December. The certificate is issued under the rule "The Administrative Supervision Measures for Inspection and Appraisal Institutions on Import and Export". 

Therefore, holding the certificate, these surveyors will be qualified to carry out any cargo related surveys which have been doubted and impeded in some ports. For the purpose of applying for company qualification given by AQSIQ, CMS would encourage the other employees to take the exam in the future.

 

Chen Keyu and Wen Jun are qualified with Ship Surveyor Certificates

Passing the special exam organized by MOC, Chen Keyu and Wen Jun were successfully qualified with the Certificate of Competency for Ship Surveyors of PRC. The certificate is issued under the regulations on examination, certification for the competency of ship surveyors of the people's republic of China. 

 

   

 

CMS Group attended EARL Training in Singapore during Oct. 3-6, 2005 and visited P&I Clubs in Hong Kong

Organized by CMS Beijing, the attendees from CCSI Branch Offices formed a group to take part in an IMO Level 3 Oil Spill Response Training Course held by East Asia Response Ltd from Oct. 3 to 6, 2005. The course is composed of Accomplishing an oil spill response strategy; Achieving a contingency planning; Spill management; International legal framework; and Case studies etc. CMS and associated companies would benefit from the study of the course to develop their businesses on oil pollution related surveys and consultants.

On way back to China, the group, taking the opportunity of passing through Hong Kong, visited P&I Clubs such as UK, Britannia, Steamship, West of England, and North of England.

The 2nd Shanghai International Maritime Forum was held on July 5~7 

The 2nd Shanghai International Maritime Forum, organized by China MSA, undertaken by MSA Shanghai and sponsored by UK P&I Club was held 5th ~ 7th July 2005. The forum, attended by over 200 delegates, focused on the topics of liability and compensation for ship oil pollution damage and China's proposed domestic compensation fund. The first day's forum was began from the address by Mr. Xu Zhuyuan, the vice ministry of China MOC and closed by Mr. Herry Lawford of UK CLub and Mr. Yu Chengguo, the deputy chief of MSA Shanghai. The speakers included Mr. Liu Gongchen, Mr. Mans Jacobsson, Dr. Tosh Moller, etc.

The second day of the forum included workshops on the management, operation and claim handling issues. The third day is a major casualty response drill conducted at Yangshan port.

CMS did give much assistance to the MSA Shanghai for the Forum's preparation. Ms Kuang Shilin delivered a paper prepared by Dr. Wu Chao, the legal director of the UK Club, namely The Escalation of Shipowners' Liabilities Call for Fair and Balanced Solutions. Ms Kuang's own paper namely The Principle and Examples of Oil Pollution Compensation was also collected in the forum's report.

 

 

 

 

CMS Staff Alteration 

The employees of CMS Shanghai Office Mr. Luo Min and Ms Han Xiaoyan resigned from CMS from July 2005. Instead four new staffs joined our consultant and survey team.

  Mr. Jiang Meng, an ex Chief Officer, is a senior surveyor with rich experiences.

Ms. Zhang Qinying is a postgraduate from Xiamen University, majoring in Law and English.

Ms. Wang Meng is a LLM from Southampton University UK

Mr. Huang Ge is a graduate from Shanghai Jiaotong University, majoring in Naval Architecture and Law.

Chen Keyu and Kuang Shilin attended the 2nd Huatai Marine Hotspot Seminar held in Chengdu on June 23, 2005. The seminar focused on the recent big issues on ship oil pollution, and marine liability limitation fund, etc. Delegates from (1) P&I Clubs such as UK, Britannia, NOE, London, Steamship and Swedish, (2) Law firms such as Wang Jing, Sloma, Heng Xin, H&Y, Liu Yan, and (3) Consultant and Surveyors such as CMS, Teamhead, Double Hope, SMC, had a broader and deeper discussion.

The 4th board meeting of China Marine Services Co., Ltd was held in Beijing on May 10, 2005. The directors discussed the business development of CMS in the past year and studied the budget and business plan of 2005.

Visit at University of Southampton 

A delegation organized by China's Ministry of Communications Academy of Science and accompanied by Ms. Kuang Shilin of China Marine Services had a visit to London and Southampton to discuss China's policy in relation to oil and chemical pollution during the period from Apr. 14 to Apr. 25, 2005. The delegation met IOPC Funds, ITOPF, P&I Clubs, lawyers, the HNS Correspondence Group Chairman, OSRL and the Institute of Maritime Law, Southampton. Thomas Miller gave a lot of assistances on the visit's arrangement.

After the members of delegation completed their visit successfully, Ms Kuang stayed in London for 2 weeks more to take part in a training at IOPC Fund which was granted very valuable to get practiced in Fund's routine operation and to be beneficial to direct how to operate the China's Domestic Fund.

 

A Surveyor Training Course was held in Shanghai on March 22~23, 2005

 

 

A surveyor training course organized by Double Hope, a sub-company of CCSI Shanghai Branch, and Salvage Association was held in Shanghai on March 22~23, 2005. Mr. John Lillie and Mr. David Cope came from SA London and Hong Kong office respectively delivered speeches in respect of Hull insurance clause, Case study and Report writing.

Over twenty surveyors from CCSI local associated offices (Tianjin, Guangzhou, Dalian, Qingdao, Ningbo, Zhanjiang, Wuhan, Shenzhen) attended the training. Mr. Li Yuejin as the Chairman of Double Hope, hosted the course. Mr. Chen Keyu and Mr. Luo Min from CMS attended the training.

 

The Collection of 2004 China Guaranty Forum published 

 

The Collection of 2004 China Guaranty Forum was published in January 2005. A paper namely " P&I View of Arrests" prepared by Christopher Brown of Thomas Miller to introduce a general scenario of the guaranty issues in marine field,  is included in the collection. The paper is translated and preluded by CMS.
