CMS was invited to make lectures in MSA Training Course in Shanghai December 2006 

A training course on Investigation and Claims Handle in Marine Pollution Accident was held by China MSA in Shanghai from 18th Dec to 21st Dec. 58 MSA officials from 22 MSA offices around China attended the 4-days course. The opening ceremony was addressed by Mr. Chang Fuzhi, deputy director-general of Shanghai MSA, Mr. E Hailiang, deputy chief director of Ship Supervision Dept. of China MSA.

 

Mr. Zhao Ruxiang from Yantai MSA, Mr. Richard Johnson from ITOPF, Ms. Kuang Shilin and Mr.Chen Keyu from CMS, Mr. Zhao Jinsong from Guantao Law Firm, Ms. Liu Hong from CATS of MOC, Mr. Dong Leyi from Shanghai MSA were invited to make lecturers in the course.

        

 

Wang Meng attended East Asian Seas Congress 2006 in Haikou 

On behalf of CMS, Wang Meng attended the East Asian Seas (EAS) Congress 2006, which convened from 12-16 December 2006 in Haikou City, Hannan Province, China. The event, hosted by the Chinese Government and organized by Regional Programme on Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), a regional programme supported by the Global Environment Facility (GEF), the United Nations Development Programme (UNDP) and the International Maritime Organization (IMO), provided a region-wide platform for dialogue, knowledge exchange, capacity building, strategic action and cooperation for the sustainable management and development of the seas of East Asia. Over 700 participants attended the Congress.

The workshops on seven themes were held during the five days. Wang Meng mainly attended the workshops and seminars under Theme 4, which was Safer Shipping and Cleaner Oceans. Richard Johnson from ITOPF, Zafrul Alam from MPA, Singapore, Jianxin Zhu, Miguel Palomares from IMO, Mans Jacobsson, the former director of IOPC Funds, Robert Beckman from National University of SingaporeYang Xinzhai from China MSA and etc. made speeches on the workshop.

On the closing ceremony, it is concluded that EAS Congress 2006 has set up a good model for working together; suggesting that further improvement would result from EAS Congress 2009.

 

A Seminar on Safe Stowage, Carriage and Packing of Dangerous Goods in Containers Was Held in Shanghai on 23rd Oct 2006 

Sponsored by TT Club, UK P&I Club and CDI, the seminar on safe stowage, carriage and packing of dangerous goods in containers was held by at Howard Johnson Plaza Hotel in Shanghai on 23rd Oct, 2006. CMS was invited to attend the seminar. About one hundred audiences from shipping companies, logistics companies and survey companies attended the seminar. Mr. Karl Lumbers moderated the seminar. Mr. Edgar Wong from TT Club, Mr. Martin Whittle from CDI made speeches.

After the seminar, Mr. Karl Lumbers visited CMS Shanghai office.

 

New Staffs Joined CMS Survey team at Shanghai Office 

To cope with the development of business, CMS Shanghai office recently employed two surveyors who are:

 

 

Mr. Zhang Jian,  Senior Surveyor, Adjuster & Lawyer

Mr. Zhang spent almost ten years in ship repairing, non-prejudice surveying, insurance adjusting and the Port State Control inspecting. He holds a master degree in naval architecture, and joined CMS in 2006 mainly for handling the marine and cargo related surveys.

Mr. Zhu had several years of foreign trade experience, and was familiar with export and import operation issues in China. Having the solid knowledge of kinds of cargos, he specialized in the cargo inspection especially.

 

 

CMS Delegation had a Marketing Tour in Europe 

For the purpose of introducing CMS to a broader marine market and learning how the marine service in Europe is operated, Chen Keyu, Gu Mingxiang and Kuang Shilin (just successfully graduated from the University of Southampton UK) scheduled a marketing tour.  From Sept. 14 to Sept. 27, the delegation visited their clients in Germany, Greece, France and UK. A lot of ship insurance companies, brokers, survey companies, ship owners, P&I Clubs were visited and introduced with what service CMS could offer in China and what's the advantage of CMS to act on their behalf. During the tour, we especially spread CMS's leading role in the field of oil pollution consultancy and took the opportunity to drop in the organizations such as ITOPF, CEDRE, IOPC Fund, and OSRL to exchange the views both parties are of interest.

 

CMS also visited Thomas Miller London Headquarter and Hellas Office whose long-term supporting are sincerely appreciated.

CMS attended the National Oil Pollution Fund Research Meeting in Shanghai 

The research project on national oil pollution fund began from the December of 2004 approaches to the end. On Aug. 22nd, 2006, a meeting was held in Shanghai. The persons who have been involved in the research team from MSA, China Academy of Transportation, and CMS met together to discuss the final version of the research results. The summarized comments would be put into the research report which will be delivered for final approval by related department of government.

 

CMS contributes the knowledge from international organizations and develops an online application and management system.

 

 

 

 

CMS was appointed to handle oil spill case in Qingdao

On June 26th, 2006, a Korean passenger ferry “SE WON 1” collided with Chinese bunker vessel “Qing You 3” at Qingdao fairway in dense fog, which caused large quantity HFO spillage from the broken tank of “Qing You 3”. The spillage HFO polluted shoreline of Tuandao , and hazarded to other coast areas where are famous seaside resorts of Qingdao city, including 2008 Olympic water-sports game center.  Meanwhile, some other shoreline and mariculture ponds at XueJiadao & Huandao was also affected

A great number of working vessels, manpower took part in the emergency response action for oil cleaning operation under the organization of local MSA.  The oil cleaning operation was conduct effectively on June 26th –June 29th at seas, but the contaminated coast has been continually cleaned for 20 days.

CMS was appointed to anticipate for survey, investigation on this oil spillage accident.  Mr. Chen Keyu, Mr. Jiang Meng attended Qingdao from 29 June 2006.

   

 

Chen Keyu attended Huatai Xi'an Seminar

 

Chen Keyu attended the 3rd Huatai Marine Hotspot Seminar held in Xi'an on June 22, 2006. The seminar focused on the hot issues with relation to Cargo Shortage, Delivery Problem, and Personal injury. At the same time, a meeting minutes by the Supreme Court, which gives some justice explanation on a few hotspots, drew the attendees' particular attention and interests.

Attendees are from (1) P&I Clubs such as UK, Britannia, NOE, London and Steamship, (2) Law firms such as Wang Jing, Hai Tong, Heng Xin, Heng Fu, Green, SG & CO., H&Y, Liu Yan, DOS, etc and (3) Consultant and Surveyors such as CMS, Teamhead, Double Hope, SMC, and Global.

Mr. Luke Readman visited CCS on May 11, 2006

 

Accompanied by Han Bin and Chen Keyu, Mr. Luke Readman, Chairman of Thomas Miller P&I Ltd. visited CCS on May 11, 2006. Mr. Li Kejun, the President of CCS, received Mr. Readman in the newly completed CCS Mansion. Both sides were gratified at the stable development of CMS and expressed desires on a wider cooperation in the future especially during the term while CCS chairs the IACS from July 2006.

 

CMS was appointed to handle oil spill case in Zhoushan

 

The British-flagged HYUNDAI INDEPENDENCE collided with dock door of a shipyard in Zhoushan when it was trying to enter into the dock at 1545hrs on 22 April 2006. About 477 tons of heavy fuel oil spilled from the crack of fuel tank. Due to the tide, the water area near the shipyard was polluted specially the water southeast to the shipyard.

 

The shipyard where the accident happened is near to some famous tourist islands such as Pu Tuo Shan Island and Zhu Jia Jian Island. And many fishing capture and mariculture areas are in this water. As was found and reported, the fishery and mariculture have been damaged by the spilled oil. Moreover, the pollution on the shoreline has been reported.

 

It was reported that some vessels which took part in the emergency response action were dispatched and a number of material were provided from neighboring local MSA in Hangzhou, Ningbo, Wenzhou and etc under the organization of Zhejiang MSA. Meanwhile, CMS was appointed by Zhejiang MSA to handle the claims of pollution damage. Mr. Chen Keyu, Mr. Gu Mingxiang, MS. Wang Meng and Mr.Jiang Meng attended from 23 April 2006.

 

The 5th Board Meeting of CMS was held in Beijing on March 16, 2006

 

The 5th board meeting of China Marine Services Co., Ltd. was held in China World Hotel Beijing on March 16, 2006. Mr. Li Yuejin resigned from the post of General Manager and Mr. Chen Keyu succeed Mr. Li as the Managing Director. After the board meeting, Mr. Li Kejun, Mr. Li Yuejin, Mr. Sun Yigang, and Mr. Chen Keyu attended the  Farewell Party for Mr. Herry Lawford hosted by Thomas Miller in the evening of same date.

Wang Meng and Huang Ge are qualified with National Insurance Adjusters Certificates

 

Total four persons from CMS attended the exam organized by China Insurance Regulatory Commission (CIRC) last December. Two of them, Ms. Wang Meng and Mr. Huang Ge passed the exam and are qualified with the certificates in March 2006. The certificate is issued under the rules “Implementation Measures for Administrative Licensing of the CIRC”.

For the purpose of applying company qualification granted by CIRC, CMS would encourage other staff to take the exam in the future.

 

CMS issued the certificates to anti-pollution clean-up companies in Shenzhen

Directed by the last expert’s senate on the Project of Anti-Pollution Capability of Clean-up Company held in December 2005, the project was terminated by means of CMS, under the authorization of MSA Shenzhen, issuing the certificate to the clean-up companies in January 2006.

The project is aiming at synthetically assess the anti-pollution capability of each individual clean-up company to make the oil pollution underwriters and shipping companies understand the capability of each clean-up body in a countable and standard manner. It is the first step to set up the official contract connection between oil shipping companies / underwriters with the local clean-up providers.
