of IMO Level 2 On Nov 13th - 16th,
2007, the Oil Spill Response Training Course of IMO Level 2 was sponsored
jointly by The Oil Spill Response and East Asia Response Limited (OSRL-EARL) and
Yantai Oil Spill Response Technical Center, China MSA, in Yantai city of
Shandong Province, PRC. With the
attendance of 25 delegates from the Shell (China) Ltd., Exxon Mobil Refining &
Supply Ltd., Hong Kong Response Ltd., Honkook Shell Oil Co., Ltd., Aviation Fuel
Tank Farm Operation Ltd., China Maritime Safety Administration and CMS, the
course focused on the issues of oil spill incident command team members /
on-scene commanders. Mr. Robert Chan (Course Director), Mr. Matts Smith and Mr.
Freddie Tan (Course Instructors) from OSRL-EARL were the lecturers of the
course. During the four-days training course,
the attendance learned and discussed on the contents of Overview of Marine
Pollution, Properties and Fate of Oil, Trajectory Plotting, Oil Spill Modeling
and IT, Contingency Planning, Environmental Impacts, Evidence Gathering,
Incident Command System (ICS), Oil Spill Management (Incident Action Plan),
Response Options, Waste Management, Site Safety, Response and Demobilization,
Termination and Post Spill Monitoring, Briefing and Debriefing, Liability
Compensation and Insurance, Media Issues etc. Zhang Jian of CMS took
part in the training course and finally got the training certificate from OSRL-EARL.

2007 Asian Marine Insurance and Surveying Forum was held in
Bangkok, Thailand on November 15th and 16th, 2007.The theme of this forum is
Marine Surveyors…Adding Value to the Shipping Industry! More than 60 delegates from
Surveyors' organizations such as International Institute of Marine Surveying (IIMS),
The Society of Accredited Marine Surveyors (SAMS), the P&I correspondent such as
Seasia P&I Services, as well as the surveying companies in
Asia from Japan, Hong Kong, Taiwan, India, Sandi Arabia, Indonesia,
Thailand, Singapore, Vietnam, etc attended the forum.
As the sole one survey company from mainland China, CMS prepared an essay for 2007 Forum
by his survey team. Chen Keyu attended the forum and delivered the paper with
the title of
Carrying Out Inspection of Loading Survey in China-The
Biggest Steel Manufacture and Export Country of The World. Because of
the hot point role China is playing in shipping field, the paper drew delegates
attention and interests.

Shanghai International Maritime Forum 2007 was held on November 7th and 8th,
2007
Shanghai International Maritime Forum 2007 was held on November 7th and 8th, 2007 in Shanghai of China. The 2007 forum was hosted by China MSA and undertaken by Shanghai MSA. Shanghai International Maritime Forum enhanced the international exchanges and cooperation in maritime environment protection policy, technology and experiences, which can be taken as an important reference in theory and practice for establishing and promoting the ship-source oil pollution compensation regime suitable to Chinese practices. In addition, it was also a showcase to the world that China MSA is committing herself to protecting maritime environment.
"Global Focus on the Oil Transportation and Marine Environment Protection" was the topic of the Forum 2007. Discussions and exchanges were covered the four sub-topics such as "High Quality Management on Anti-pollution of Oil Transportation", "The Status Quo and Development of International Convention Implementation on Anti-pollution", "Pivotal Problems and Technology of Contingency Management on Marine Grave Pollution", and "The Legal and Technical Questions on Compensation of Marine Pollution Damage". The guests from home and overseas, including the experts from the Ministry of Communication of P.R.China, IMO,China MSA, U.S. Coast Guard, World Maritime University, COSCO, INTERTANKO, OCIMF, BMT Group Ltd., IOPC Funds, UK P&I and so on, were invited to attend this forum and present their theses.

At the break time of Shanghai International Maritime Forum 2007, Mr. John Noble who is the Development Director of BMT Group Ltd. visited CMS Shanghai Office. He introduced the BMT business to CMS and discussed constructively on the future cooperation issues with CMS.

On October 31st, 2007, Mr. John Morris visited Mr. Li Kejun together with Mr. Han Bing who is the representative of Thomas Miller & Co Ltd. Beijing Representative Office.
John Morris has replaced Mr. Herry Lawford as the chairman of Thomas Miller (Asia Pacific) Limited and became one of the director of CMS instead of Christopher Brown. Mr. Morris also paid his first visit to CMS on the same day.

Chen Keyu attended International Salvage Law Seminar
The International Salvage Law Seminar, organized and undertaken by the Rescue & Salvage Bureau of Ministry of Communication of PRC and China Maritime Law Association, and sponsored by China Ship-owners Mutual Assurance Association and China Classification Society was held in Beijing on September 5th - 6th, 2007.
The Seminar, with the attendance of over one 100 delegates from the Supreme Court of PRC, China Maritime Arbitration Commission, China International Economic and Trade Arbitration Commission, the maritime courts, the salvage companies, the shipping companies, the hull insurance companies, the law offices, the universities and CMS focused on the issues of salvage reward and special compensation during marine rescue and salvage under LOF/SCOPIC, 1989 Salvage Convention and China Law.
The Seminar was begun with the opening speeches of Mr. Song Jiahui, the director of China Salvage & Rescue Bureau.
During the two days of Seminar, following famous experts and scholars launched brilliant and exciting lectures. Mr. Archie Bishop (legal counsel of International Salvage Union and partner of Holman Fenwick & Willan Law Firm),Mr. Mike Stevens (partner of Dale & Stevens LLP), Mr. Hu Jingwu (vice general manager of China Ship-owners Mutual Assurance Association (CPI)),Mr. Si Yuzhuo (professor of Dalian Maritime University), Mr. Ye Weiying (Professor of China Council for the Promotion of International and Trade),Mr. Li Jianping (Business General Manager of WAH TAK Marine Engineering (Hong Kong) Co., Ltd.)

Chen Keyu addressed on the training organized by the Bureau of East China Sea Fisheries Management & Fishing Port Superintendence
Invited by the Bureau of East China Sea
Fisheries Management & Fishing Port Superintendence, Chen Keyu delivered a
speech on the senior training course of marine investigation on August 28, 2007.
The course is held by the Bureau of East China Sea Fisheries Management &
Fishing Port Superintendence and will last about two weeks in Shanghai. About 40 staff of
the bureau who come from all the sub-bureaus within East China Sea attended the
course. The topic of Mr. Chen’s speech is on the Brief of Marine Accident and
the Analyses on the Damage and Compensation of Mariculture and Fisheries.

New staff joined the CMS team
Two new staff have joined the CMS team recently. Zhang Danjia (Beijing office) graduated from Beijing International Studies University and Ye Yun (Shanghai office) graduated from Shanghai Dianji University are both fresh graduates in 2007 and their positions are administrative assistants. Miss Zhang is for replacing the post of Miss Zhou Xinping who will resign from the office from Aug. 1st for her overseas study.

BSI Assessor Visited CMS
A BSI assessor visit CMS Beijing Headquarter on
July 9, 2007 for the purpose of conducting a follow up assessment. The
assessment was successful and BSI are pleased to recommend maintaining
registration.
CMS attended CCS Youth Forum
The 3rd CCS Youth Forum was held in Beijing on July 3, 2007. Chen Keyu from CMS was invited to give a speech regarding the Study on Occurrence, Influence and Compensation Liability of Oil Pollution from Ships. The speech was very popular among the young people of CCS. After the Forum, the specialization of CMS in oil pollution field was further well known among the young people of CCS.

The 4th Huatai Marine Hotspot Seminar was held in Haila'er on June 17-18, 2007. The seminar of this year mainly focused on the salvage issues as regards how to control the salvage cost into a fair and reasonable range. At the same time, the hot topic on the increasing compensation costs of oil pollution cases set off the delegates' particular interests and discussion.
Attendees are from P&I Clubs, Ship owners, Law firms and Consultant/Surveyors. Chen Keyu and Kuang Shilin from CMS attended the seminar.

The 6th board meeting of CMS was held in Hong Kong on June 7th, 2007
The 6th board meeting of China Marine Services Co., Ltd. was held at the meeting room of Thomas Miller (Hong Kong) Ltd. in Hong Kong on June 7th, 2007. Mr. Xie Jinghua and Mr. John Morris were nominated as the directors of CMS to replace the posts of Mr. Sun Yigang and Mr. Christopher Brown. Mr. Herry Lawford was invited by the board to be the non-executive director. The long-term strategy of CMS whilst she has been running on the track of fast-developing was warmly discussed by the directors during the meeting.
After the meeting, Chen Keyu and Kuang Shilin took the opportunity to visit some of clients in Hong Kong.

CMS attended the Expert Evaluation Meeting for the Research on HNS Convention
The Expert Evaluation Meeting for the Study on the compensation of liquid noxious substance pollution from ships was held in Beijing on June 8, 2007. The research was jointly undertaken and completed by the Academy of Transportation Sciences of Ministry of Communications of PRC, Shanghai MSA and CMS. The experts from the State Council, the Ministry of Communications, CCS, CPI and MSA were invited to attend the meeting. Han Ke from CMS attended also.
The Report introduced the latest domestic and international research achievements on HNS convention (Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea, 1996). With a detailed analysis, the Report intents to the view that China has a large quantity of HNS having been imported and transported within inland water and the risk of HNS pollution is generated more and more. In the first stage, China government is recommended to take serious consideration on monitoring the progress of HNS Convention's effect, as well as further studying how to establish the domestic fund for the compensation for the pollution damage in connection with hazardous and noxious substances (expanding the contribution and compensation scope of China National Oil Pollution Fund is recommended) before joining the HNS Convention.

with the update.
Oil Spill Response and East Asia Response Limited visited CMS Beijing on Apr. 17th, 2007
Capt. Daniel Chan and Ms Zerlina Toh from OSRL/EARL Singapore visited CMS Beijing office on Apr. 17th, 2007. It is for implementing our cooperation intentions agreed between us and Mr. Archie Smith during our visit in London last year. Our cooperation will mainly focus on the Course Design and Delivery to China Shipping companies in respect of oil pollution responses.

For the purpose of improving management and services, CMS applied for a management system assessment by BSI (British Standards Institute). Two BSI Audit Team members visit CMS Beijing Headquarter and Shanghai Office separately on January 26, 2007 and January 29, 2007. The assessment was successful and CMS received the ISO 9001 Certificate of Registration (No. FS 515354) issued by BSI on March 5, 2007.

CMS attended the expert evaluation meeting for M.V. " Yin Chu" Salvage Operation on Feb. 6th, 2007
M.V. "Yin Chu" sank near the dock in Huangpu River, Shanghai on Dec. 2nd, 2006. Shanghai Salvage Bureau shouldered the salvage program which is now in progress approaching to a final success. Whereas the salvage expenses are beyond the ship owner's compensation capability, the Shanghai Municipal Government would recover the balance. At the request of Shanghai Municipal Government, East Sea Rescue Bureau is authorized to host an Expert Evaluation Meeting on the expenses of the salvage operation.
Invited by East Sea Rescue Bureau, the salvage operation expert of CMS, Mr. Zhao Chongzhi, and Kuang Shilin, Zhang Jian, Amber Wang attended the meeting held on Feb. 6th, 2007. Other 7 experts were from Shanghai MSA and East Sea Rescue Burea. A position paper will be handed to the Municipal Government.
CMS hosted an Expert Evaluation Meeting for CNOOC on Jan. 30th-31st, 2007
The ten aged engineering ships owned by China National Offshore Oil Engineering Co., Ltd (CNOOC) have been assessed by a third party for their technical and economical aspects on the next 5 years interval. At the request of CNOOC, CMS organized an expert team to evaluate the Assessment Reports issued by Tianjin Haijie Company during the past two months. On Jan. 30th and 31st, Chen Keyu and Gu Mingxiang hosted an Evaluation Meeting in Yanxi Lake Beijing to finally conclude the evaluation result and report to the principal.
The experts from the field of Ship Building, Ship Design, Ship Trading, University, CCS and MSA attended the meeting. Through the project, CMS won a good reputation in the service area of ship evaluation especially on those offshore engineering ships.
