the IMO Level 2 Oil Spill Preparedness and Response Training Course
IMO Level-2 Oil Spill Preparedness and Response Training Course, jointly organized by OSRL/EARL and Yantai Oil Spill Response Technical Centre (China MSA), was held on 11-14 Nov. , 2008 in Yantai, China.
Officials and staff from oil companies (i.e. Shell, BP, ExxonMobile ) and MSA , including Mr. Jiang Meng from CMS attended the 4-days training course programme, which includes modules of
- oil spill cause - oil spill assessment - contingency plan - environmental Impacts - incident command system - monitor and evaluate - dispersants - protection and containment - shoreline cleanup - recovery devices - response option - incident action plan - waste management - site safety - response demobilization - termination and post spill monitoring - equipment familiarization - liabilities, compensation and insurance - Media issues

The emergency handling training course, organized by the Bureau of East China Sea Fishery Management & Fishing Port Superintendence Ministry of Agriculture P.R.C., was held in Changsha, Hunan Province during 5th November, 2008 to 9th November, 2008.
Almost 60 staff from the fisheries sectors of Jiangsu, Zhejiang, Fujian and Shanghai attended the training course. Director Chen Xuebin from Shanghai Great Wall Alliance, General Manager Chen Keyu from CMS and director Shen Xinqiang from East China Sea Fishery Research Institute Chinese Academy of Fishery Sciences were invited to address on the course.
Mr. Chen Keyu’s speech, with the topic of the Brief of Marine Accident and the Analyses on the Damage and Compensation of Mariculture and Fisheries, focused on the importance of the proof provided by Fishery sectors on the oil pollution compensation cases.

A workshop on the handbook of oil pollution damage compensation
(compiled by CMS) was held in Beijing
A special workshop on the handbook of oil pollution damage
compensation was held in CCS Mansion Beijing, on Monday, October 27, 2008. The
handbook was compiled by CMS with an effort by all staff in CMS for about one
year. It aims at helping parties related in the claims of oil pollution
accidents to understand the current profile of law application and practices in
China. Meanwhile, CMS hopes it could share its rich experiences on the oil
pollution claim handling with its potential clients. Several experts from
University, MSA, Maritime Courts, CCS and MOC institute, as the assessors of
this handbook, attended the workshop. All of these experts affirmed the
significance and the value of the handbook, and made their valuable suggestions
to improve the quality of it. CMS manages to amend the handbook upon the good
comments given by these experts and schedules to print it out before the end of
2008. Mr. Li Kejun, the president of CCS and the Chairman of CMS, met all
attendees in the same day.

The Fifth Maritime Seminar hosted by Huatai Insurance Agency & Consultant Service Ltd. was held in Dunhuang during October 11, 2008 to October 13, 2008. Attendees discussed on the draft of the new Regulations of Preventing Vessel Pollution to Marine Environment as well as the draft of Supervisions of Insurance on Civil Liability for Shipping Oil Pollution Damage. Mr. Chen Keyu and Ms. Wang Meng from CMS were invited to attend the seminar.

Conference at Dalian during Sept.15-17, 2008 The 5th China International Rescue &
Salvage Conference, which is organized by China Rescue & Salvage (CRS) and China
Rescue & Salvage Association (CRSA), was held in Dalian, China
during Sept.16-17, 2008. The conference is the most important event in the field
of rescue, salvage and commercial diving in china and the main purpose of this
Conference is to promote the cooperation and technology exchange among the
industries of the world. The guests attended were also welcomed to the 2008
Air-sea Rescue Exercise in Bohai. LOF Centenary Celebration was held
before the Conference on Sept.15, 2008 at the same place—Dalian Lobby of
Sweetland Hotel. For the past 100 years, the Lloyd’s Open Form played an
important role to the development of the ship industry. Almost 200 guests,
including some experts and officers who made great progress in the ship,
insurance, law and rescue & salvage fields, attended the celebration. Vice
minister of MOC Feng Zhenglin, ISU vice president Peter Lee, ISU legal
advisor Archie Bishop, vice chairman of CIETAC and CMAC Yu Jianlong and some
other guests addressed before the dinner reception.

the Training Course of Ship Pollution Investigation
The Training Course of Ship Pollution Investigation (for assistant officials)
was held by Shenzhen MSA in July 7 and 8. Ms. Kuang Shilin was invited to give
lectures on Civil Liability Convention, Bunker Convention and Chinese domestic
legislations on liability and compensation for ship-source pollution damage. It is a similar course to the previous one held by Shanghai MSA in April
(which was for senior officials), and as well in general intended for uplifting
quality of MSA investigations in ship pollution accidents.

On the early morning of July 11 2008, the fourth China Navigation Day, Amber Wang and Jian Zhang from CMS Shanghai Branch boarded M/V “Zhong Guo Yu Zheng 204” from Yangshan Deep Water Terminal to attend the fisheries resource releasing and restocking activity in East China Sea. As a part of the celebration of China Navigation Day, the activity was held by the Bureau of East China Sea Fisheries Management & Fishing Port Superintendence on the topic of “Protect the blue sea, Restore eco-environment”. The attendees included Li Fu Rong, the director general of the Bureau of East China Sea Fisheries Management & Fishing Port Superintendence, the representative of World Wildlife Fund, some warm-hearted citizens and so on. It was announced that some compensation fund of M/V “Hyundai Independence” pollution accident was used to purchase fries and fingerling which were released in this activity.
During the one-day activity, thousands of acanthopagrus schlegel, portunus trituberculatus, pseudosciaena crocea, jellyfish and penaeus japonicus were released in East China Sea.

CMS joined into a Research Program organized by The Ministry of Technology, China and undertaken by MOC Water Transportation Institute. The program focuses on the topic of oil spill at sea and emergency responses. The task of CMS is for the development of On-line reporting and data-analyzing system to China domestic fund.

Chen Keyu visited MSA Hebei province at Qinhuangdao on June 18th, 2008, during which, Chen Keyu introduced CMS service on the oil pollution consultancy and expressed the intention to get cooperation with them. The MSA official said they would invite CMS to make lecture first during their internal training courses.

After 4 months preparation, the CMS Office Automation system is put on test run in April, 2008. The system is designed for standardizing the business operation online and making the management more recordable. Every staff in CMS is granted with a special user name and password to long-distance or local access to oa.cmsonline.net in which they could handle their routine work almost under non-paper style.

During the week of 17th to 21st March 2008, the first training course on investigation of ship pollution accident, organized by China MSA, was finally launched in Shanghai with attendance of more than 40 officials from local MSAs nation wide. In aiming to improve the overall capability of MSA investigation into ship pollution accident, there are going to three such courses each year. Our Ms. Kuang Shilin has been invited to be one of the lectures, giving one-day presentation on Civil Liability Convention & Bunker Convention and case studies

From Feb 22nd to Feb 26th 2008, Kuang Shilin, Gu Mingxiang and Amber Wang from CMS Shanghai Branch visited seven P&I Clubs in Hong Kong, which were West of England Insurance Services (Luxembourg) S.A., Thomas Miller (Hong Kong) Limited (UK P&I Club), Sureness Marine Services Limited (The Britannia Steam Ship Insurance Association Limited), Steamship Mutual Management (Hong Kong) Limited, Gard (HK) Ltd, Skuld (Far East) Ltd and North Insurance Management Limited. During the visiting, CMS introduced its business and exchanged the ideas on the pollution cases handled in the past few years with the Clubs.
CMS also visited Andrew Liu & Company Ltd who was the marine insurance & legal consultants.

Invited by Generali China Insurance Co., Ltd., Chen Keyu gave a speech on the company's internal training course regarding marine insurance related survey and investigation on Jan. 8th, 2008. Generali China Insurance Co., Ltd is a joint venture between Assicurazioni Generali S.P.A. Italy and China Natural gas and Petroleum Group. It is the first property insurance company with foreign investment in China. The marine division of this company is planning to develop its cargo transportation insurance business and start up its hull underwriting market.
