The Expert Evaluation Meeting for the Study on the compensation of liquid noxious substance pollution from ships was held in Beijing on June 8, 2007. The research was jointly undertaken and completed by the Academy of Transportation Sciences of Ministry of Communications of PRC, Shanghai MSA and CMS. The experts from the State Council, the Ministry of Communications, CCS, CPI and MSA were invited to attend the meeting. Han Ke from CMS attended also.
The Report introduced the latest domestic and international research achievements on HNS convention (Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea, 1996). With a detailed analysis, the Report intents to the view that China has a large quantity of HNS having been imported and transported within inland water and the risk of HNS pollution is generated more and more. In the first stage, China government is recommended to take serious consideration on monitoring the progress of HNS Convention's effect, as well as further studying how to establish the domestic fund for the compensation for the pollution damage in connection with hazardous and noxious substances (expanding the contribution and compensation scope of China National Oil Pollution Fund is recommended) before joining the HNS Convention.
CMS would further devote itself to the research and keep pace with the update.
