On Nov 13th - 16th, 2007, the Oil Spill Response Training Course of IMO Level 2 was sponsored jointly by The Oil Spill Response and East Asia Response Limited (OSRL-EARL) and Yantai Oil Spill Response Technical Center, China MSA, in Yantai city of Shandong Province, PRC. With the attendance of 25 delegates from the Shell (China) Ltd., Exxon Mobil Refining & Supply Ltd., Hong Kong Response Ltd., Honkook Shell Oil Co., Ltd., Aviation Fuel Tank Farm Operation Ltd., China Maritime Safety Administration and CMS, the course focused on the issues of oil spill incident command team members / on-scene commanders. Mr. Robert Chan (Course Director), Mr. Matts Smith and Mr. Freddie Tan (Course Instructors) from OSRL-EARL were the lecturers of the course.
During the four-days training course, the attendance learned and discussed on the contents of Overview of Marine Pollution, Properties and Fate of Oil, Trajectory Plotting, Oil Spill Modeling and IT, Contingency Planning, Environmental Impacts, Evidence Gathering, Incident Command System (ICS), Oil Spill Management (Incident Action Plan), Response Options, Waste Management, Site Safety, Response and Demobilization, Termination and Post Spill Monitoring, Briefing and Debriefing, Liability Compensation and Insurance, Media Issues etc.
Zhang Jian of CMS took part in the training course and finally got the training certificate from OSRL-EARL.
