Regulations on administration of prevention and control of pollution to the marine environment by vessels has been approved by the Executive Meeting of the State Council on September 2, 2009. The Regulations will come into force as March 1, 2010.

A formal propaganda conference organized by Ministry of Communication (MOC) was held in Nanning, Guangxi province on Jan. 20th, 2010. More than one hundred delegates coming from State Council, MOC, MSA, coastal province government, oil companies, shipping companies, port companies, insurance companies, and oil spill response companies attended the seminar. The officer of Legislative Affairs Office of the State Council PRC unscrambled the articles of Regulation in details. However, some implementation rules were said under formulation by MOC and would come out later.
