On May 27, 2011, as part of the Shanghai MSA training program, Mr. Dong Leyi, the senior official in the department of pollution prevention and control of Shanghai MSA, led a group consisting of 8 MSA officials to CMS to attend the one-day course on the laws and practice of vessel-source pollution damage compensation. Mr. Dong Leyi, Ms. Kuang Shilin, Mr. Zhang Jian and Mr. Han Ke from CMS delivered subjects relating to the relevant domestic laws, the international conventions of 1992 CLC, 1992 Fund and 2001 Bunker Convention, the IOPC Fund Claims Manual's admissible criteria, as well as the study of cases handled or participated by CMS before or now.

Over recent years, MSA have been paying constant efforts on staff training. CMS work closely with them and try to furnish the training in line with the international norm.
