The project was initiated by China MSA and assigned to Shanghai MSA. The drafting work of four main rules of the COPC FUND, including the Detailed Rules regarding the Administration Regulation of Collection and Usage of the Fund on the Compensation for the Oil Pollution Damage from Vessels, the Articles of Association of Management Committee, the Claim Manual, and the Guideline for Handling Claims of the COPC FUND, was jointly undertaken by China Marine Services Co., Ltd. and Shanghai Maritime University.
The officials and experts from the Ministry of Transport of PRC, China MSA, Shanghai MSA, Dalian Maritime University, Shanghai Maritime University and China Academy of Transportation Sciences were present at the seminar. Ms. Kuang Shilin and Mr. Han Ke from CMS attended the seminar.
At the seminar, Mr. Han Ke from CMS, on behalf of the editorial team, delivered a representation on the Claim Manual and the Guideline of Handling Claims of the COPC FUND, whose aims were to help and guide the claimant how to lodge a claim, and to enact compensation standard for oil pollution damage and work procedure of the COPC FUND.
The system of the COPC FUND is gradually being established along with the Administration Regulation of Collection and Usage of the Fund on the Compensation for the Oil Pollution Damage from Vessels that entered into force on July 1, 2012. The research achievement of the above-mentioned four rules in this project further developed and improved the operation mechanism of the COPC FUND.
