The Training Course on China Oil Pollution Compensation Fund (hereinafter referred to as COPC FUND) was held in Shanghai on October 10 and 11, 2013. The training was organized by China MSA and undertaken by Shanghai MSA. Around forty-one officials, who are from all the sub-bureaus of China MSA and are in charge of the administration of prevention and control of oil pollution from vessels, attended the course.
The training was the first one with respect to COPC Fund hosted by China MSA since the Administration Regulation of Collection and Usage of the Fund on the Compensation for Oil Pollution Damage from Vessels entered into force on July 1, 2012. The course covered a wide range of topics regarding the international and national oil pollution compensation system, the relevant supporting laws and files of COPC FUND, the collection and usage of COPC fund, the national practice of claim on the oil pollution damage from vessels and related typical cases.
The research on the supporting regulations and rules of COPC FUND, including the Detailed Rules regarding the Administration Regulation of Collection and Usage of the Fund on the Compensation for the Oil Pollution Damage from Vessels, the Articles of Association of Management Committee, the Claim Manual, and the Guideline for Handling Claims of COPC FUND, was initiated by China MSA and assigned to Shanghai MSA, whose drafting work was jointly undertaken by CMS and Shanghai Maritime University.
Mr. Han Ke, from CMS, was invited to deliver a speech on the Claim Manual and the Guideline of Handling Claims of COPC FUND as well as the latest typical cases of oil pollution damage from vessels in China.
