Article 18: The operator means ship owner, ship manager and any one actually controlling the ship. The contract should be concluded by the operator’s branch or representative office in China, or the vessel herself and her local agent.

Article 19: The ship should conclude ship pollution response contract with OSRO in the form of model contract attached.
